Harrison Reback is an experienced Clean Air Act lawyer with a practice focused on state and federal requirements applicable to upstream and midstream operators in Texas, New Mexico, North Dakota, and Colorado.
Harrison has unique expertise concerning EPA’s NSPS OOOO-series rules, state permitting, and air compliance considerations across the Permian Basin. In addition, Harrison has defended operators in enforcement actions before EPA, TCEQ, NMED, NDDEQ, CDPHE, and other agencies.
Harrison also routinely supports clients in crisis response activities and emergency response planning. He has deployed to major incidents at well sites and gas plants for fires, well control incidents, and H2S fatalities. In these deployments, Harrison has led initial response activities, interfaced with responding state and federal agencies, conducted incident and whistleblower investigations, and defended against resulting enforcement actions.
